The Albany Community Police Review Board is facing a struggle to implement the new functions mandated by Local Law J which Albany voters passed in a referendum with nearly 70% approval.
To achieve the independence required by Local Law J, the board needs to become a part of the city of Albany with offices and facilities within the city government and faces a rapidly approaching deadline to do so. Moses Nagel spoke with Nairobi Vives, the chair of the board.
